B. Violation: The affirmative plan doesn't mandate an increase the United State's public health assistance to Africa. Instead it hopes to provide public health assistance as a result of a plan that doesn't actually mandate a direct increase in public health assistance

C. Standards
1. Ground – A mandated increase is key to negative ground and fairness because it is what we base our key arguments off of such as Dis Ads and counterplans.

2. Predictability – f/x plans kill predictability because it allows any case, such as killing monkeys to increase the amount of banana's so theres more potassium to Africans, to be run that may eventually be topical.

3. Limits – Our interpretation actually puts limits on the resolution when we say you have to mandate a direct increase which is key to competitive equity, education, and clash. Their interpretation explodes the topic to allow an infinite number of cases to be run.
